Soak the foxtail millet in water for 2-3 hours.
Drain the water from the foxtail millet and transfer it to a blender. Blend into a smooth paste.
Take a mixing bowl. Add the foxtail millet paste and add water. Make a mixture with flowy consistency.
Next, add the rest of the ingredients and mix.
Add the rice flour next and mix well.
Let the mixture rest for at least 15 minutes.
Heat a flat pan or tawa and grease it with oil. Next, pour batter on the tawa and let it cook. Make smaller sized dosas.
Cook both sides of the dosa. Be careful while handling the dosa as it will be quite fragile.
Serve hot with sambar and chutney of your choice.
